Several clients are reporting unexpected behavior when installing Marketplaces packages on HotFixed distribution (i.e : distributions that already include the HotFixes).
Because these "hotfixed distributions" are not directly handled by the package system, users have to "relax the constraints" and when doing that it seems that the system upgrades them to dev packages.
The main problem is that the MP upgrade system was never meant to work with "Hotfixed distributions".
If we have valid use cases for using MP on HF distributions, then we probably need to add needed meta-data inside the HF distribution so that the MP system can work.
