Don't allow use of clipboard to move documents into Section

In the Web UI a user can add an item or items to a clipboard, navigate to a Section, and move the items into the Section.

In the JSF UI, a user can add an item or items to the worklist, and when they navigate to the Section, there is an action allowing them to Publish in the Section. If an item or items are added to the Clipboard, no option is available on browsing to the Section.

Please correct the behavior of the Web UI or give guidance on proper usage.
