Align Nuxeo LTS 2021 package builder to platform one

      Description

      The current package builder for LTS 2021 jenkins-nuxeo-package-lts-2021 has been deprecated, one should use jenkins-nuxeo-package-lts-2021-nodejs18 instead.
      Difference between the two is the nodeJS version.

      But jenkins-nuxeo-package-lts-2021-nodejs18 is built on top of rockylinux 9 whereas it should be a CentOS 7 like base. One consequence is that we have ImageMagick 7 instead of ImageMagick 6.

      We want to align the base of package builder for LTS 2021 to the platform one in order to build and test packages with same build tools than platform.
