      Description

      We want to have a base docker image for our builders.

      With this refactoring, we also want to upgrade skaffold to v0.34, here below the lines to paste:

      # skaffold
RUN curl -f -Lo skaffold https://storage.googleapis.com/skaffold/releases/v${SKAFFOLD_VERSION}/skaffold-linux-amd64 && \
  chmod +x skaffold && \
  mv skaffold /usr/bin

      This is a workaround while waiting for https://github.com/jenkins-x/jenkins-x-builders-base/pull/43
