Improve notification handling in Web UI

      Description

      Current notification system only allows us to display one toast a time, using the same element for all the notifications. We want to display semantic notifications, one for each element, that can be updated and run a custom action. This work involves:

      1. Adding support for multiple toasts (managed by id)
      2. Support updating existing toast (one toast per element)
      3. Running custom actions to be executed from notifications (requires callback support)
