Tooltip is missing appropriate roles and attributes

Description
The element appears and functions like a tooltip but is missing required ARIA role(s) and/or attribute(s).

Element name:

• December 12, 2020 3:00 AM
• December 12, 2020 2:58 PM
  .............

Location of the elements: Tooltip content, on each date in the "Date" column, in the table, under the "History" tab, in the main content.

The problem that it causes: Screen reader users are not able to identify the purpose of the tooltips.

Steps to reproduce:
1. Hover on each date in the "Date" column, in the table.
2. Then the tooltip content will display.
3. Check the tooltip content.
