Remove ProjectAdmin role and create the SuperOrgAdmin role which is a combination of OrgAdmin and ProjectAdmin + he can grant other users the orgAdmin role in his org.
Like for OrgOutOfQuota (NXS-6974), the OrgAdmin group should now be visible in the Groups tab and only manageable by SuperOrgAdmins and PowerUsers.
