Create OrgOutOfQuota role

Label: "Not counted in quotas"

Description: "Members of this group are not counted in organization or services quotas. Managed only by support team, it is mostly used for internal users or partners"

ID: OrgOutOfQuotas_[orgId]

Create a prefixed group , members are just not counted in the org quotas

The prefixed group will be visible in the groups tab but not editable/removable. It will also have a different color.

Only PowerUsers will be able to manage its members: "Manage Members" button only for them

No "Manage Services" button, even for Power users

Note: We will now display the groups Label in the Groups tab, fallback on ID if no label
