Fetch Designer catalog for LTS 2021

Update the build of the Designer module to fetch the Designer catalog for the LTS 2021 TP.
The fetched version should be 3.1.0-SNAPSHOT.
If this catalog is not fetched, several Designer editors won't work properly. One example for this is when creating a button, the attributes for <nuxeo-operation-button> are not shown in the editor.
