Create a new Jenkins job to update the Designer catalog for LTS 2021

After the creation of the LTS 2021 branches, there's no Jenkins job that generates Designer catalog artifacts for them when they are updated (hotfix purposes, for example). The nos-designer-catalog-master now generates artifacts for 11.3-SNAPSHOT.
The goal is to create a new job, similar to the ones we already have for the previous LTS releases (9.10 and 10.10) for LTS 2021.
Note: We might not have the necessary jobs to trigger this one on qa2 for now, so we might have to create it in qa and move it to qa2 later.
