Designer: Configure button broken due to doctype inheritance

if you have a doc type that its not defined in studio but imported through the registries ( use case for a customer) the Configure button does not work.
The workaround is to define the local doc type, generate the layouts and then remove it;
also seems to be the case for any doc type extending a doc type configured through registries

Steps to reproduce

• Add a doctype ParentDoc in registries
• Create a doctype ChildDoc extending ParentDoc
• Go to Designer
• Try to create layouts for ChildDoc

=> layouts are not created
