Display quotas when selecting a service

As an organization admin, quotas are displayed when selecting a service

• When I select a service
• Quotas are shown for the service: [seats taken for service] / [total seats for service] taken
  • Quota is based upon how many people have access to one or several projects in the service, or access to the service itself when it doesn't handle projects
  • Users outside quota are not counted
• When quota is unlimited, only display the seats used, not the quota (e.g. 158 seats used)
