Manage quotas per organization

As a Nuxeo support member, I can define quotas per service for a given organization

We also need a listener to make sure it's not possible to add several quotas for the same service type.

AC

• Quotas are available for number of users in an organization
  • Default value is set to 200

• Quotas are available for these services:
  • Instance registration
  • Nuxeo Studio
  • Support

• Quotas can accept numeric values
  • -1 => unlimited
  • 0 => none
  • > 0 => corresponding number
  • Default value for trials set to 1
  • Default value for support / instance registration / paying Studio projects set to 2
