Overriding existing slot contribs in designer does not work consistently

      Description

      Overriding slot contribs in designer gives mixed results.

      At runtime, sometimes the new contrib defined in designer is loaded, sometimes it is not.

      A hard refresh usually solves the problem but this is not real life solution.

      Don't have a way to systematically reproduce.
