Generate bundle files on first load

      Description

      To make sure people can easily take advantage of the bundle.html files, we should generate them asap.

      Acceptance criteria

      • When Web UI package is added through application definition, both [project-name]-bundle.html and [project-name]-custom-bundle.html are available when they don't exist yet.
