Validate CSV files upon upload or binding to a Vocab

      Description

      If a CSV file is added to the Resources of a project, and that CSV is used for a Vocabulary, it's only at runtime that we will find out if the file is valid (no duplicate entry, correctly delimited, correct header row names, etc.).

      Please consider doing some validation of the CSV either when it's uploaded, or when it's referenced in a Vocab, within Studio.
