Add validation for referenced CSV files in vocabularies

      Description

      Referenced CSV files are not currently validated, the important impact is that server startup fails when such a CSV is deployed on the platform.

      Also client-side management of bad formats when importing instead of referencing should be improved (ideally code factoured out with server-side validation logics)
