Merge runtime-management-metrics with runtime-management and add support for Simon Counters

nuxeo-runtime-management-metrics includes Simon integration, Simon libs are deployed by default, but is not deployed by default.
Since we will now use Simon Counters as part of the default monitoring, we need to merge management-metrics into management.
