Enforced retention behavior

As a record manager, I can pick the enforced retention option for a given rule

When a document goes under retention with a rule using this option

• All protected blobs from the document are stored in the dedicated retention bucket if it exists (similar to existing behavior)
• Retention CANNOT be stopped (similar to existing behavior)
• The record CAN be put on legal hold (similar to existing behavior)
• Duration of the retention rule can be extended, not reduced (similar to existing behavior)

If the instance does not have a dedicated bucket for records configured, then it is put in the current bucket and uses the behavior as described above.
