Cold Storage - Allow to configure if it is mandatory or not to have a preview to send to Cold Storage

Until now, having a preview is mandatory to allow the user to move the content to cold storage (the action fails with an error message when the preview is missing).

The goal of this story is to add the capability to decide if the preview is mandatory or not. So, we can let content moved to cold storage even if the file format doesn't allow to have a preview (ex: ZIP file), without having to implement a custom rendition for those files.

We need a new configuration at instance level for that.
