Cold Storage - Retrieve action should not require "WriteColdStorage" permission

Steps to reproduce

1. As a user with "WriteColdStorage" permission, go to a document and click on "Send to cold storage"
2. 24 hours later, go back to the document
3. With a user having only the "Read" permission, go to the same document

Observed result

2. The "retrieve" action is available

Expected result

2. The "retrieve" action is available

3. the "retrieve" action is available

3. When I click on the "retrieve" action, I have a message on the document header telling me that the retrieve is ongoing
