Cold Storage - Delete action is not available for document having the main file on S3 Glacier

Steps to reproduce

1. As an administrator or user with ManageEverything, create a document with a binary
2. Send it on cold storage
3. Wait for 24 hours
4. Go back to the document

Observed results

4. The retrieve and restore actions are available (confirming the move to Glacier is done)

4. The delete action is NOT available

Expected results

4. The retrieve and restore actions are available (confirming the move to Glacier is done)

4. The delete action is available and works fine. And I can delete permanently the file
