dropzone on transfer is not very responsive on 11.x

on the transfer view, when files have been added to the transfer, the dropzone seems to be "locked" to the bottom of the browser window. There is a lot of "empty" space bewteen the files listing and the dropzone. Also, note in the screen capture how little the margin/padding is between the dz and the bottom of the window. Not sure if related to work done in nxp-29584, but things look good on master (where 29584 has been merged)

Steps to replicate:
on preview 177
create a new transfer
choose "no" for auto create
add a couple of files to the transfer

Expected results:
the doc list has a fixed height
the drop zone is just below the doc list

actual result;
dz is stuck to the bottom of the window
