Nuxeo Docker images promotion

Currently, Docker images for each Nuxeo builds are deployed on docker.packages.nuxeo.com, such as:

docker.packages.nuxeo.com/nuxeo/nuxeo:11.1.45
docker.packages.nuxeo.com/nuxeo/slim:11.1.45

When promoting the 11.1.45 build to be the 11.1 release, we need to re-tag the 11.1.45 images with 11.1 and 11 tags:

• 11.1 for the release, not moving tag.
• 11 for the latest 11.x release, moving tag.
