Non admin user can't add or edit text on the freetext box annotation

Description

For a user with read only or read/write permission, I can add a "free text box" annotation but when I add text or edit existing one, the changes are not saved.

The changes are saved for a user with Administrator or power user role.

Reproduction Steps

1. Sign in with a read only user,
2. Go to a document and select Annotations view
3. Select "Free text box" annotation
4. Add the annotation
5. Click on text part and add some text
6. Leave the text box to save the changes
7. Refresh the page and go back to the annotation

Observed result

4. The annotation is correctly added

6. The changes are added but removed after the auto-refresh (a few seconds after change ended)

7. The free text box is still here but text I added not (still "insert text here" message)

Expected result

4. The annotation is correctly added

6. The changes are added and saved.

7. The free text box is here with the text I added
