Add the new Bulk Edit screen

Add the new Bulk Edit screen:

• Add a new button on the transfer upload page to access to the new screen
• I have the uploads listing on the left (no selection to manage) that can be filtered by mime-type (add a new page provider)
• With the metadata layout representing the new property added to the transfer
• I can select the uploads on my left that are in progress or done
• I can fill the metadata on the layout
• I can click on Save (or done) to persist those metadata on the new transfer property
