Fix nuxeoctl on windows for java 11

      Description

      nuxeoctl.bat is not compatible with java 11 and we need it since NXP-24952 as Nuxeo needs java 11 to run.

      We want to fix nuxeoctl.bat to be able to run Nuxeo 11.x
