Backport clipboard actions improvement

Problem
As described in the related ticket (NXP-25883) we already have customers needing to extend/change the actions present on the clipboard. And it is preventing some customers to migrate.

Proposed solution
We cannot migrate the evolution in NXP-25883 as is as this would have a bigger UI impact then possible and we don't have action scalability (drop down) on 9.10 (and won't have).

The solution would be to replicate the same slot and add the current actions (as is) on the slot.
Regarding the current phase, it should disappear and be present as tooltip on the action (when in disabled mode).
