Cache invalidation of lazy loaded elements is inconsistent

      Description

      Some dynamically imported elements (ie elements.html and document layouts) are not being properly refreshed after a hard reload (shift + cmd + r).
      These resources are being served from disk cache instead.
      This has been noticeable since 10.2 when caching was set up (NXP-25139).
