      Description

      There are still too many occasions where we get feedback on Web UI loading times.
      Most comment patterns are:

      • slow/old computer
      • firefox

      actions

      • we need an "immediate" loading page, even before app starts loading. app shell doesn't appear earlier in Firefox
      • collaborate with Isabel on what should appear on that initial page.

      This effort should be limited in time to have a simples and efficient solution
