Loading page for the web UI

A lot of users expressed the need of having some feedback when webUI is loading, which can take up to 10 seconds...

it's really frustrating when I log onto the intranet and don't know if something went wrong (like when I was using the lastpass extension) of if it's just loading

Having the best loading performance is always the best, but there will always be cases with bad networks, which we can not garantee a good loading time, so we should provide some feedback.
