Fix HTML editor in Safari

Steps to reproduce:
Given an HTML Note document with formatted text

• Navigate to an HTML Note document on which user has write access.
• Click inside the body of the document for HTML editor button to appear.
• Click on HTML editor button.
  => Insert Image, Insert Image from Camera, Insert Horizontal Line and Insert Table icons appear.
• Highlight some text from the note.
  => Nothing happens
• Click on HTML editor button.
  => Insert Image, Insert Image from Camera, Insert Horizontal Line and Insert Table icons appear.

Expected behavior:
On highlighting text, the HTML editor opens displaying formatting options such as B, I, U, etc. (see attached video Chrome.mp4)
