When unpacking the tomcat zip of 9.1, and starting Nuxeo for the first time, the second screen of the installation wizard is showing an error Address unavailable (when leaving "IP Address" at its default value of "0.0.0.0").
I'm obliged to set a bind IP. Using 127.0.0.1 works fine.
The same symptom is present on 8.10, but on 8.10 there is additional error in the startup logs: Could not run configuration: Unreachable bind address /0.0.0.0, and the "Open in Browser" link from the GUI window is disabled.
