Fix error when saving setup changes from Admin Center

      Description

      When I change some setup settings from the Admin Center > System Information > Setup (activating the dev mode for instance) and click on Save, I'm displayed an error page.
      This can be reproduced on nightly.nuxeo.com.

      Server stacktrace attached.

      java.lang.ClassCastException: java.lang.Boolean cannot be cast to java.lang.String
