Default profile for customdb tests is not initialized properly

      Description

      When running the build with -Pcustomdb,default, the nuxeo-test-vcs.properties file is not initialized properly:
      it is just "touched", which is fine if the file didn't exist previously, but which will not reset the database settings if a previous file already exists.
