Profile : Update birthday tooltip

On the user Profile, birthday tooltip says : "Enter a Birth date following the format "mm/dd/yy" such as "10/29/90".
But when user follows this format and saves, the date saved is actually 10/29/0090.
Update the tooltip text : Enter a birth date following the format "mm/dd/yyyy" such as "10/29/1990".
And in French : "Saisir une date d'anniversaire au format "jj/mm/aaaa" comme "29/10/1990".
