Wizard > Change Message at restart (when user downloaded Drive)

Since NXP-13721, Drive is available in the wizard module selection. However, it is not included in the package, so it needs to be downloaded.
It is currently downloaded after the user clicks the Start Nuxeo button. The problem is that it takes time to downloaded, and in the mean time the user is displayed a screen that just talks about server restart and says nothing about downloading packages. So it might give a bad impression of the platform, people can think it's slow if it takes 5 min to start.

Either we change the restart screen to indicate that packages are being downloaded, or Drive should be downloaded before the server is restarted.
