      Disabled actions are not automatically enabled anymore when overridden/merged: the "enabled" attribute has to be set explicitely to "true".

      Disabled actions are not automatically enabled anymore when overridden/merged: the "enabled" attribute has to be set explicitely to "true".

      Description

      When overriding an action (to set a filter on it for instance), if the action was disabled, it should not be re-enabled.

      This is visible when overriding subscriptions action, disabled with NXP-8924: additionnal filters set by addons re-enable it.
