Make the i18n system really pluggable and hot-reloadable

      Description

      The current implemenation relies on deployment-fragments to contribute part of messages.properties.

      This system has at least 2 major drawbacks :

      • it depends on deployment-fragments that we want to remove
      • it does not correctly support hot-reload
