On browsers supporting HTML5, remove the existing "Import a file" action to add a new one opening a fancy box popup allowing the user to:

drop the files he wants to import in a given drop zone
display a predefined layout with metadata (required or not) to fill. This layout can be configurable through contribution / Studio
an option to specify if zip files should be exploded or not

For "old" browsers, fallback on the existing "import a file" action.

In DAM, add a new "import" action displaying this popup. The import will be done in the configured Asset Library.
