mp-install command does not check if server is running before making update

      Description

      The server was started from Nuxeo IDE.

      I downloaded the 10th hotfix via the admin center as a regular marketplace package, and then clicked install. Restart was required, so I queried restart. The hotfix did not seem to be installed as the MP package where still in status "restart".

      So I ran nuxeoctl mp-install xxx-HF10 from command line. Afterward I have seen several versions of nuxeo jars in the nxserver/bundles at the same time.
