Improve Publication documentation

Add the information below in the documentation about publication:

• User Guide
  • Document in workspace can be deleted with the published document to be affected
  • What elements are kept / not kept on the published document from the work document (tags, relations, history, comments, etc)
    • Add note that relations could be kept and link to Publisher Service page in Dev Documentation.

  • Add a paragraph about NXP-4951.
