Update Nuxeo CLI to generate a marketplace package with distinct target and distribution versions

We need to be able to release a marketplace package installable on a given target version, e.g. 10.10, but built against a HF version, e.g. 10.10-HF02.

Let's follow what has been done for the marketplace-duoweb-authentication package, see
