Improve Platform Shared Library for the NEV Helm Chart needs

      Description

      We would like to add some methods to the Platform Shared Library for the needs of the NEV Helm Chart, especially the Jira management part.

      The NEV Helm Chart will be released on each commits to the main branch, and there will be a cron that updates the ARondor Helm Chart dependency, this job should run on its own and do not give releases tasks to engineers.

      This is a first step toward NXBT-3674.
