Automate NEV deployments to QA/dev environments

We would like to ease the deployments of NEV environments for testing by automating it.

This will help us to validate:

• an incoming version of the ARender software
• a work-in-progress development

The deployment will use nuxeo/nuxeo-apb-catalog containing the previewer & rendition deployment descriptors.

To accomplish this we will need:

• a jenkins builder containing oc and apb command lines
• a pipeline script
• some Kubernetes secrets representing the deployment configuration for the targetted environments.

We will leverage the authentication against Openshift work done in NXBT-3561.
