Setup Aspera Connector CI/CD for 11.x

Until now, we have run a single CI/CD for aspera connector as we only had a single branch. As we move to maintenance for the 10.10 add-on, we need to setup our CI/CD to allow for a new "master" on 11.x.

Our maintenance 10.10 and 11.x will need to be run "in parallel" as we will need to do bug fixes to the 10.10 add on while we make improvements/add functionality to the 11.x (and beyond, someday) work.

Our 11.x setup should allow for the same flow/use case/functionality as our current 10.10 preview environment.
