adding an addon lib should trigger an alert to release a new addon package version

1. When a new lib is added to an addon, the lib is detected and will be part of the HF.
   This should not be the case since we don't know if an addon is installed or not. This could leave the server with unneeded libs installed.
2. The same problem is valid for the lib deletion.
3. As for the modification of a lib, there should be no issue bundling it into an HF

The libs computing should be adapted as well as the XML computing for libs.
