Unable to pan zoomed image

      Description

      Prior to 3.0.27 it was possible to zoom in on an image and pan back and forth (move the image around on the screen) 

      Now it is still possible to zoom, but it is impossible to pan.

      This might be a regression introduced by ELEMENTS-1584
