Fix clipboard buttons when on same container than copied/moved documents

What
Clipboard: Enable the copy-in-the-same-container function not depending on other actions

How to reproduce:

• put a document in the clipboard from a given container (folder, workspace...)
• open the clipboard and notice that buttons are greyed and inactive
• go into another container
• come back to the original container
• open the clipboard and notice that buttons are blue and active
• you can now copy-in-place or even move-in-place

Expected result
The copy-in-place button should be always active or always inactive in the same given container, not depending on previous action

The semantic of the button should not depend on previous actions of the user.
