Enable Web UI spreadsheet by default

Spreadsheet is currently behind a feature flag which is basically a Web UI configuration property. However since the spreadsheet is toggled through a button there's no reason for to keep the feature flag when controlling whether the spreadsheet should be available or not should just be a matter of enabling or disabling the button.
